An intersection of the electrodes 221 and 222 is emitted with a laser light to open a hole 223c at an insulating layer 220, and a developer loading hole 223 is formed of a gap of the electrode parts 221a, 221b of the electrode 221, the hole 223c opened at the layer 220 and a gap of the electrode parts 222a, 222b of the electrode 222.
