CONSTITUTION: At the time preparing general TV broadcasting pictures, by a still picture information transmission means 1, a still picture information frame is prepared by utilizing one frame, the prepared still picture information frame is inputted and broadcasted in general broadcasting picture frame at a frequency for not obstructing the viewing of the TV broadcast and extraction signals for the still picture information frame are sent out simultaneously. On the side of a TV receiver 3, only the still picture information frame is extracted by the extraction signals, the extracted still picture information frame is tentatively recorded in a recording means 5 and still picture information is arbitrarily displayed on the screen of a TV 7 by using a display means 6.
