In this state, when the computing part 17 detects that the power consumption amount exceeds a set value Vth for some reason, an indicator in the power consumption value display device is turned on and driven, and the effect is reported to the power consumer so as to rouse an energy-saving action. After that, the computing part 17 monitors the power consumption amount again.
