The personal identification device, the personal identification system, the card issuing device and card issuing system are provided with an identification condition setting means of taking in one or more personal identification conditions for every personal identification request of the person to be identified, a personal identification information inputting means of taking in personal identification information responding to the personal identification conditions, an information determining means of providing each personal identification information to a corresponding identification device when all pieces of personal identification information confirms to the personal identification conditions, and an identifying means of identifying that the person to be confirmed is the principal on the basis of a personal identification result from each identification device and each piece of personal identification information.
