PURPOSE: To prepare an alkaline developer to be used for development processing so as to have good preservable stability over a long period from production to use by confining the dissolved oxygen concn. to a specific value or below.
CONSTITUTION: The dissolved oxygen concn. is ≤5wt.ppm. An apparatus for production is previously filled with an inert gas and the water subjected to a deaeration treatment to ≤5wt.ppm, preferably, ≤3wt.ppm and more preferably ≤2wt.ppm dissolved oxygen concn. is used as water for the developer in the process for production. The deaeration treatment is membrane type vacuum deaeration and hollow membranes are used as the membranes. The effect of using the deaerated water is decreased if the dissolved oxygen concn. exceeds 5wt.ppm. As a result, the developer is capable of exhibiting an extremely outstanding developing capacity like the freshly produced developer at the time of using the developer by unsealing developer even after the developer is preserved over a long period.
