PURPOSE: To obtain the inexpensive picture transmitter in which information such as moving picture, still picture and graphic is sent efficiently through the same line and multiply displayed in a video conference terminal equipment or a multi-medium terminal equipment.
CONSTITUTION: Gate circuits 12, 13 are provided to the input section of a transmission frame memory 3 and a reception frame memory 4 to inhibit write to other area than a specific area and a system control section 11 controlling independently a coding parameter in the inside and at the outside of the specific area for a coder 5 is provided and coding suitable for a moving picture/still picture is executed in response to a pattern multiplexing state (master/slave pattern) by a pattern synthesis and separate section 10 respectively. The moving picture and the still picture are multiplexed in a sender side frame memory 3 and coding control in matching with the characteristic is implemented in the coder 5 as to the moving picture area and the still picture area respectively to allow the two videos to be reproduced and displayed at a receiver side as if they were multiply displayed.
