When the registered prepaid card is used, the card information about the prepaid card is referred to the center 23 by the authentication and identification device 14 of the store which is desired to be used and when the card information is registered in the center 23, the takeout information of the prepaid card is made to be usable by rewriting it to the store information of the store. When the card information is not registered, the card information. is referred to the terminal box 15 of the store of the prepaid card and when the prepaid card is issued by other store, the card information is referred to the center 23 at an issuing origin.
