To provide a prepaid type settlement system and method that set charging for view of contents distributed using a telephone line to an amount of money within a range of prepayment, secure anonymousness in content distribution, and are cooperative with the Internet.
A communication terminal (prepaid purchase means) 11 is used to make a purchase in a prepaid Web screen, select a content from a menu on Web, and view it. A WWW server 13 is accessed from a Web browser through the Internet 12 to make a prepaid purchase and select a content. The communication terminal 11 transmits a request to an information charge collection server (cooperative means) 14, and prepaid money is issued at the request to manage an amount of money. A content menu (content selecting means) is displayed, and selected content information is sent out from a content distribution server 16 to the communication terminal 11. After viewing ends, an information charge is subtracted from prepaid balance in a settlement DB (settlement means) 17.
