To provide a printed matter with designability which reflects a unique surface and can be imparted simply and with less cost, and a method for manufacturing the printed matter.

This printed matter 10 has an irregular uneven surface created by forming a primary printing layer 13 on the surface of a paper base 11, using an ink with liquid repellency, and further, an overcoat layer 14 on the primary printing layer 13, using an electron beam-curable type or ultraviolet-curable type coating agent. Preferably, a printing layer 12 is formed on part of the surface of the paper base 11 and the primary printing layer 13 is formed at a position having no printing layer 12 of the paper base 11 or on the printing layer 12.
