CONSTITUTION: The system is provided with a portable terminal equipment (CPE) 21 as a subscriber installation having a connector plug 22 and an entry section for a subscriber recognition number required for the setting and charging of a transmission mode and a communication speed, and an exchange operation company installation consists of a database(DB) 15 storing a subscriber recognition collation data for plural subscribers, a storage section (MEM) 16 storing a talking charge corresponding to plural subscribers respectively, a primary group interface section(PRI) 13 interfacing a primary group interface line 17, a network terminal(NT) 12 terminating the primary group interface line 17 and a connector jack 111 connecting to the NT 12 and a connector plug 22 of the CPE 21, a terminal adaptor 11 converting the speed into a communication speed requested by the CPE 21 and an exchange 14 having a control function connecting to the DB 15 and the MEM 16 to control the entire system.
