A development region calculating part 11 sets a recording paper region PF on a development region F by calculating region start coordinates (Xp1, Yp1) and region end coordinates (Xp2, Yp2) from a specified size of a recording paper P designated by layout information, and a fixed excess amount. A variable excess region NF obtained by expanding to the outside the recording paper region P based on the layout information by the excess amount that can be arbitrarily set is calculated and set. An image development region IMF which has region start coordinates (Xd1, Yd1) and region end coordinates (Xd2, Yd2) designated by the layout information is set on the development region F. If the image development region IMF includes an outside region of the variable excess region NF, the development region calculating part 11 changes the image development region IMF to be included in the variable excess region NF.
