PURPOSE: To announce the state of an unmanned computer system or the like in a visible confirmation form without increasing cost by providing a memory for picture to store a picture data outputted from an abnormality monitor part, and a serial conversion part to read the output of the memory for picture and to serially convert it.

CONSTITUTION: A serial conversion part 12 successively reads out data of a memory 11 for picture, modulates the data by a modulation circuit 12b corresponding to the interface of a still picture video telephone set 20 and transmits a signal to a telephone set 13a. The telephone set 13a outputs the signal through an NCU 13b. Since this output signal is reported through a telephone exchange network 5 to a person to be reported such as a system manager or the like and a message of a table is displayed at the installed still picture video telephone set 20, the kind of an abnormal state can be recognized by observing the displayed still picture. Thus, since the abnormal state is informed not as a voice but as picture information, the detailed information can be comparatively easily announced as well without increasing the cost.
