PURPOSE: To attain edit of data not giving effect on transmission control data by increasing a processing speed of replacement processing independently of data amount of multi-data to be replaced.

CONSTITUTION: Upon the receipt of a revision command of an on-air route from an operation section 6 via an input output interface device 4, a processing section 1 allows a connection dummy data generating section 12 to generate connection dummy data to be added respectively just before the start of designated regular data and multi-date and just after them. An on-air route revision processing section 11 adds the connection dummy data just before the start and just after the end of the designated regular data and multi-date and links the connected dummy data by the data link method.
