PURPOSE: To test a terminal equipment without high-speed processing elements or high-speed computers by omitting the complicated data processing for transmission and reception.

CONSTITUTION: A transmission frame memory 8 where bit strings 8a constituting at least one transmission frame generated in accordance with prescribed data processing procedures are stored and a reception frame memory 9 where bit strings 9a constituting at least one transmission frame including correct response data are stored are provided. Bit strings 8a stored in the transmission frame memory 8 are transmitted at the time of test data transmission. At the time of transmission frame reception from a terminal equipment 1, bit strings of the received transmission frame and bit strings 9a stored in the reception frame memory are compared with each other, and it is discriminated whether response data is normal/defective based on the comparison result.
