PURPOSE: To easily correct the process order when a vehicle passes over of a precedent vehicle by changing the order of processes which have been done by a processing means and stored.
CONSTITUTION: A writing means is provided at the exit of an entrance lane 10 and writes entrance data on the radio card M of a vehicle C, and a processing means perform a processing for writing corresponding entrance data on the radio card M of an exiting vehicle in order from the entrance lane 10 in the order or processes stored in a storage means by using the writing means. The order of the processes stored in the storage means is changed to change the order of processes done by the processing means. On the entrance lane 10 of the toll road where the vehicle C mounting the radio card M and a vehicle C mounting no card are both present, the process order can easily by corrected if the vehicle having no card moves ahead of the precedent vehicle mounting the radio card M.
