To prevent the occurrence of knocking at the time of rotation of a cylinder body without mounting a balance weight to this cylinder body by providing the device with braking means for applying the braking force on respective revolving rollers.

The specified braking force is applied on the respective revolving rollers 20, 22 by bringing shoes 40, 42 into pressure contact with both flanks of the revolving rollers 20, 22 and, therefore, the rotation of the cylindrical body in an unbalance state and the sudden passage of a nozzle 54 mounted at the cylindrical body through a backlash region inclusive of 0° or 180° are suppressed. The occurrence of the backlash between a worm wheel and a worm gear at the time a rotating body rotates is, therefore, suppressed and the occurrence of knocking is suppressed. The failure in welding by the knocking is, therefore, prevented even at the time of welding the circumferential surface of the cylindrical body while the cylindrical body is rotated. In addition, the induction of a weld defect in consequence of the knocking is prevented.
