To efficiently suppress a deterioration in communication quality even if there is a variation in arrangement of radio terminals to a radio base station.SOLUTION: Radio communication quality between a radio base station and radio terminals belonging to the radio base station, and quality measurement information based on the radio communication quality with other radio terminals belonging to other radio base stations are notified to each of the radio terminals, reward for a Q value acquired in each combination between a state that discretely represents the radio communication quality and action representing a combination of radio terminals belonging to each of radio interfaces of the radio base stations is calculated on the basis of the notified quality measurement information, past state, action, reward, and a transition destination state after the action are stored, a parameter of DQN or DDQN for outputting a Q value is updated on the basis of the stored past state, action, reward, the transition destination state after the action, belonging information for selecting any of radio interfaces of a radio base station capable of improving radio communication quality as a new belonging destination is calculated, and the belonging information is recorded so as to update a belonging destination of the radio terminal on the basis of the calculated belonging information.SELECTED DRAWING: Figure 10
