To timely diagnose a deterioration state of a secondary battery.SOLUTION: A battery control device includes a charge/discharge circuit and a processor. On the basis of information relating to a secondary battery which is electrically connected to the charge/discharge circuit, the processor determines whether or not a diagnosis implementation condition relating to the secondary battery is satisfied, controls the charge/discharge circuit so as to charge the secondary battery after discharging or charging it until charging start SOC in the case where it is determined that the diagnosis implementation condition is satisfied, acquires measurement data of a voltage and a current of the secondary battery while the secondary battery is charged, estimates an internal state parameter of the secondary battery on the basis of the measurement data, and diagnoses a deterioration state of the secondary battery on the basis of an estimate of the internal state parameter of the secondary battery.SELECTED DRAWING: Figure 4
