A client simulator section 407 that a PC client has, establishes a voice call with an IP phone 50 or a telephone 80 while linking an SIP cooperation processing section 408 and a telephone voice conversion processing section 409, converts format of data transmitted from the IP phone 50 or the telephone 80 into video conference voice data and transmits the video conference voice data to a video conference server 100. Furthermore, video conference voice data transmitted from the video conference server 100 are converted into voice data corresponding to the IP phone 50 or the telephone 80 and the converted voice data are transmitted to the IP phone 50 or the telephone 80.
