To provide an image compression encoder and an image compression encoding method which simply apply an optimum encoding parameter to each image upon encoding a moving image, and obtain a stream of a fine image quality easily.
The image compression encoder 10 includes a scene change detection part 12, an encoding part group 14 and the like. The encoding part group 14 includes n encoding parts 14-1 to 14-n. The encoding parts 14-1 to 14-n perform compression encoding between frames in compliance with MPEG-2 and MPEG-4 AVC (H.264) standards. Further, the encoding parts 14-1 to 14-n apply encoding parameters different from each other for encoding, thereby outputting bit streams different from each other, respectively. The encoding parts 14-1 to 14-n receive scene change information of the moving image from the scene change detection part 12, and encode it so as to decode independently for each scene partitioned at a scene change point.
