To provide a charging circuit of high safety which will not overcharge the secondary battery, even when a transistor for controlling the charging voltage or charging current is damaged or the protective circuit does not operate normally.
In a secondary battery circuit 4 for charging the secondary battery E2 with an inputted power supply voltage, the power supply voltage is set lower (e.g. 4.0 V) than the fully charged voltage (e.g. 4.2 V) of the secondary battery E2. When the voltage of the secondary battery E2 is lower than the power supply voltage, a constant-current circuit operates to perform constant-current charging that does not accompany voltage boosting. When the voltage of the secondary battery E2 is higher than the power supply voltage but is lower than the fully charged voltage, a voltage booster circuit operates so as to perform constant-current charging that accompanies voltage boosting.
