PURPOSE: To attain the high precise extraction of a color by a simple operation, in the color extracting device and method for a color picture by a computer which designates an arbitrary color in the color picture, and operates an extraction, classification, and identification.

CONSTITUTION: Points in the area of an object to be extracted, or the area to be eliminated from the extracted picture on a display screen, are instructed and inputted by a position inputting device 12, and plural centroid points are decided by a centroid point deciding part 15 based on the input. A range indication inputting part 16 inputs a parameter for designating the range of a color to be extracted or eliminated. A color extracting part 17 specifies a stereoscope in a color space from both the color of the centroid points of the area to be extracted, and the parameter for designating the range of the color to be extracted, and selects the picture data of the color to be extracted from a picture holding memory 14. A data eliminating part 18 removes the picture data of the color to be eliminated from the picture being the extracted result from both the centroid points of the area to be eliminated, and the parameter for designating the range of the color to be eliminated.
