PURPOSE: To manufacture an ordinary-temperature asphalt mixture having a large initial strength after construction and a large long-period strength without giving a large change to existing facilities of an asphalt plant.

CONSTITUTION: Aggregates 10 stored in a hot fin 16 are charged into a mixer 20 based on a blend design. Simultaneously with it, stone powders 22 and filler material 24 including calcium hydroxide are charged into the mixer 20 to be kneaded. The filler material 24 is manufactured by kneading inorganic material mainly comprising silica sand and alumina with trimmer acid and calcium hydroxide, and the trimmer acid is coated with a coating layer inside. Finally, asphalt 34 and A-heavy oil 36 are charged into the mixer to be kneaded. As a result, a need of disposing a tank for storing cut-back asphalt is eliminated. A thus manufactured ordinary-temperature asphalt mixture is placed, equalized and rolled at a construction site, so the trimmer acid flows out of the filler material 24 to react with the calcium hydroxide to be solidified. A strength can thus be achieved in an early stage, and a long-period strength is also increased.
